Overview
The Los Angeles Unified School District provides an instructional program tailored to meet the diverse needs of Emergent bilinguals (English learners) and the educational preferences of the parents of Emergent bilinguals in elementary schools. The instructional program for Emergent bilinguals guarantee access to a full curriculum with scaffolds and support for students in elementary grades at different levels of English language proficiency. The ultimate goal for each instructional program option is for Emergent bilinguals to meet performance criteria to reach full proficiency in English. All students, including Emergent bilinguals who are now in elementary grades, are expected to participate fully in college-preparatory (A-G) courses upon entering secondary grades and to graduate from high school ready for college and careers.
WHAT IS “RECLASSIFICATION”?
Reclassification” is the process by which an English Learner is deemed to have acquired sufficient proficiency in English to succeed academically without English language development support. For all of the five instructional programs listed in this brochure, ELs are expected to reach minimum yearly benchmarks in English Language Arts and English Language Development so that they may reclassify within five full years of initial identification as an English Learner. Students are eligible for reclassification at the end of kindergarten. To reclassify, an English Learner must meet all the following criteria at the same time:
Criterion 1: English Language Proficiency Assessment for California (ELPAC) - Overall Summative ELPAC Performance Level 4.
Criterion 2: Performance in Basic Skills - Grades K-2 must achieve Benchmark or Above Benchmark scores in all DIBELS 8 assessed measures in the current school year. Grades 3-5 must achieve an Overall Approaching Grade Level Performance Level or higher in the District approved reading diagnostic (iReady) in the fall, winter, or spring administration of the current school year. Grades 3-5 can also meet this criterion by achieving a performance level of Standard Met or Standard Exceeded in the Smarter Balanced Assessment in English Language Arts (SBA ELA) within the last 12 months.
Criterion 3: Teacher Evaluation - Students must receive a composite mark of 3 or 4 in their English Language Arts (ELA) subject progress report.
Criterion 4: Parent Consultation - Parent/legal guardian opinion, consultation, and involvement during the reclassification process.
To complete the reclassification process, a Notification of Reclassification Letter must be signed by the parent and placed in the student’s cumulative record.
¿Qué es la “Reclasificación”?
“Reclasificación” es el proceso por medio del cual a un aprendíz de inglés se le considera lo suficientemente competente en inglés para tener éxito académicamente sin el apoyo del programa de Desarrollo del Inglés. Para los cincos programas académicos que se presentan en este folleto, se espera que los aprendices de inglés alcancen las expectativas mínimas anuales de progreso en Artes del Lenguaje en Inglés y Desarrollo del Inglés, de manera que se puedan reclasificar dentro de un período de cinco años completos a partir de su identificación inicial como aprendices de inglés. Los estudiantes pueden calificar para la reclasificación al terminar el kinder. Para lograr su “reclasificación”, un aprendíz de inglés deberá cumplir al mismo tiempo los siguientes criterios:
